The process to establish Marina South as a City Improvement District (CID)
started in 2024. Marina South encompasses several residential precincts at the
southern end of Marina da Gama, Muizenberg, many of which enjoy waterside
positions on the Zandvlei estuary. This map shows the area designated for

CIDs are also known as a Special Rating Area (or SRA). Both terms refer to a
clearly defined geographical area in which property owners contribute additional
rates to fund “top-up” services for that specific area as per an approved
Business Plan.
A CID is always initiated by a community, not by the City, and is typically started
by a group of local “champions” who are motivated to improve their area. Here
in Marina South, we’ve seen neighbouring Marina da Gama islands create their
own successful CIDs and are following in their footsteps to create a safer, more
beautiful and socially responsible community.
While the City provides services such as water, electricity, sanitation, refuse
removal, etc. For communities who wish to enjoy additional or enhanced
services, a CID provides the framework to pay for and deliver additional services,
with effective security a major priority.
How Does a CID work?
After a fully-accountable process between the City and the Steering Committee
of the CID and the views of home-owners within the designated area, a business
plan is created and a budget is approved by the City for a five year period. The
majority of funding is spent on public area security, but funds are also allocated
to landscape beautification and social upliftment (and other projects that the
homeowners may propose). The funds are collected via the City rates bill from
the homeowners within the designated CID area. All the money (less 3% bad
debt provision), is given back to the CID to spend according to the approved
budget. The CID creates a Non-Profit Company with a Board of Directors from
homeowners within the CID. They are responsible and accountable for spending
the funds collected by the City. Everything is transparent and the accounts are

In Marina South, the amount added to a home owner’s rates bill will be typically
no more than they are already contributing to street security. The CID means
that this burden is spread across all home owners and not just those that
choose to contribute. A much more equitable solution to safer streets and a
beautiful, peaceful neighbourhood.
Property owners within Marina South CID will enjoy the collective benefits of a
well-managed area, a shared sense of communal pride, increased safety and
social responsibility, and access to joint initiatives such as public safety, waste
recycling, energy-efficiency programs, etc.
Any services obtained by Marina South CID are in addition to those provided by
the City of Cape Town and the Marina da Gama Association (a homeowner’s
association for the entire Marina da Gama suburb).
